Temporary permits

Everything OilServ moves across a border under a temporary regime carries a duty to move it back by a fixed date. This module holds the request until the permit exists, then watches the clock on that duty until the asset is re-exported and the case is closed.

Confirmed. The fourth tile shows measured approval time rather than a count. The lead-time KPI is back in scope, which is what turns the alert window from an estimate into a number you can set per corridor.

Two ways a request gets held. A temporary movement waits for a permit and then carries an obligation. A one-off licence waits only for the paper, then the request is approved and the case is done.
